David Cloe is the Deputy Assistant Secretary for International Affairs (Western Hemisphere) in the Office of International Affairs, Office of Strategy, Policy, and Plans, Department of Homeland Security (DHS), where he is responsible for managing DHS’s policy engagement with Canada, Mexico, South and Central America, and the Caribbean. David has also represented the Department in several regional organizations, including the Regional Conference on Migration and the Caribbean Community (CARICOM).

Before joining DHS in October of 2010, David served for 21 years in the Air Force, receiving his commission in 1989. His assignments included operational and policy-related positions in the United States, Latin America, and Asia. During his final tour, he was assigned to the Office of the Secretary of Defense at the Pentagon as the Desk Officer for Central America, where he was responsible for developing and coordinating Central American policy for the department.

David earned a Bachelor of Science in Political Science from the U.S. Naval Academy (Class of 1989) and a Master of Arts in Latin America Studies from Tulane University.  He joined the Street Sense Media board in 2020.
